Abstract
Lintz G. A conceptual framework for analysing inter-municipal cooperation on the environment, Regional Studies. While there is a wealth of literature on cooperation between cities, local environmental policy-making and regional sustainable development, voluntary inter-municipal collaboration between neighbouring municipalities on environmental issues seems to have been neglected. This paper presents a conceptual framework for analysing the factors that influence such cooperation, drawing on actor-centred and discursive institutionalism and explicitly considering the aspects knowledge, values and power. It integrates substantive and interaction-oriented analysis of sectoral and territorial coordination in a two-level governance setting, examining intra- and inter-municipal as well as global environmental effects. The study thus provides a systematic basis for further theoretical and empirical research.

Lintz G. Un cadre conceptuel pour analyser la coopération intermunicipale en matière d'environnement, Regional Studies. Alors qu'il y a de nombreux ouvrages sur la coopération entre les villes, l’élaboration des politiques locales en faveur de l'environnement et le développement durable régional, il semble que la collaboration intermunicipale volontaire entre municipalités limitrophes pour ce qui est des questions environnementales a prêté peu d'attention. Cet article présente un cadre conceptuel pour analyser les facteurs qui influent sur une telle coopération, puisant dans l'institutionnalisme discursif centré sur les acteurs et tenant compte explicitement des aspects suivants: la connaissance, les valeurs et le pouvoir. Il intègre une analyse de fond axée sur l'interaction de la coordination sectorielle et territoriale dans un contexte de gouvernance à deux niveaux, examinant les effets en matière d'environnement sur les plans intramunicipal et intermunicipal ainsi qu’à l’échelle mondiale. De cette manière, l’étude fournit une base systématique pour des recherches théoriques et empiriques futures plus approfondies.
Lintz G. Ein konzeptioneller Rahmen für die Analyse umweltbezogener interkommunaler Kooperation, Regional Studies. Während es viel Literatur zur Kooperation von Städten, zur Umweltpolitik in einzelnen Städten und zur nachhaltigen Regionalentwicklung gibt, scheint die umweltbezogene freiwillige Kooperation benachbarter Städte bislang eher vernachlässigt worden zu sein. Der vorliegende Aufsatz entwickelt einen konzeptionellen Rahmen für die Analyse der Einflussfaktoren einer solchen Kooperation und stützt sich dabei auf den akteurzentrierten und diskursiven Institutionalismus. Im Vordergrund stehen die Aspekte Wissen, Werte und Macht. Der Rahmen verbindet eine materielle und eine interaktionsorientierte Analyse von sektoraler und territorialer Koordination in einem Zwei-Ebenen-Ansatz. Es werden Umwelteffekte innerhalb und zwischen Städten sowie globale, über die betrachteten Städte hinausgehende Umwelteffekte untersucht. Insgesamt bietet der Aufsatz eine systematische Basis für die weitere theoretische und empirische Forschung.
Lintz G. Un marco conceptual para analizar la cooperación entre municipios en el medio ambiente, Regional Studies. Aunque existe un gran volumen de bibliografía sobre la cooperación entre ciudades, la elaboración de políticas medioambientales locales y el desarrollo sostenible regional, parece que se ha ignorado la colaboración intermunicipal voluntaria entre municipalidades vecinas sobre cuestiones medioambientales. En este artículo se presenta un marco conceptual para analizar los factores que influyen en esta cooperación, a partir de un institucionalismo discursivo centrado en los actores y explícitamente considerando los aspectos de conocimiento, valores y poder. Se integra un análisis sustantivo y orientado hacia la interacción de la coordinación sectorial y territorial en un entorno gubernamental de dos niveles, examinando los efectos intra e intermunicipales así como los efectos globales en el medio ambiente. De esta manera, el estudio aporta una base sistemática para otras investigaciones teóricas y empíricas.
