Too long neglected: Gifted young children

SUMMARY

Identifying gifted and talented children and providing appropriate educational experiences for them has been firmly placed on the educational agenda in England by the Labour government since 1999. In the U.S.A., gifted education has received a high profile for several decades. In both countries, however, the needs of the younger gifted child have received scant attention. In this paper the authors argue that it is important to make provision for this group of children. They review available research findings on both identification of younger gifted children and what we known about intervention programmes. The paper also provides a background of what is currently happening in England and in the U.S.A., with reference to younger gifted children. It is hoped that this paper will provide a framework for international debate and provide some impetus for policy making and for practitioners.

L'identification des enfants doués et l'offre d'expériences éducatives appropriées ont éfé fixées fermement sur l'agenda éducatif en Angleterre par le gouvernment travailliste depuis 1999. Aux USA, l'éducation pour enfants doués rtetient l'attention depuis plusieurs décades. Quoiqu'il en soit, dans les deux pays, cette attention est moindre pour ce qui est des jeunes enfants. Dans cet article, Nous montrons l'importance d'offrir des structures pour ces enfants. Nous effectuons une revue des résultats de recherche disponibles sur l'identification des jeunes enfants doués et sur les structures qui leur sont proposées. L'article fournit également un aperçu de ce qui se passe plus généralement pour les jeunes enfants doués, actuellement, en Angleterre et aux USA. Besonders begabte Kinder zu identifizieren und ihnen angemessene Bildungserfahrungen zu ermöglichen, hat einen festen Platz auf der Bildungsagenda der Labourregierung in England seit 1999. In den USA ha die Bildung von Hochbegabten mehrere Jahrzehnte besondere Aufmerksamkeit erfahren. In beiden Ländern jedoch sind die Bedürfnisse jüngerer begabter Kinder nur spärlich berücksichtigt worden. In diesem Papier treten die Autoren dafür ein, sich dieser Gruppe von Kindern zuzuwenden. Ein Überblick über verfügbare Forschung wird gegeben sowohl zur Identifizierung besonders begabter Kinder als auch zu Interventionsprogrammen. Berichtet wird, was hinsichtlich jüngerer begabter Kinder gegenwärtig in England und den USA geschieht. Damit ist die Hoffnung verbunden, dass dies Papier einen Rahmen liefert für eine internationale Debatte und Anstöße gibt für Politiker und Praktiker.

Identificar niños talentosos y proporcionarles experiencias educacionales apropiadas, ha sido puesto claramente en la agenda educacional del gobierno Laborista desde 1999. En Estados Unidos la educación a talentosos ha temdo un perfil alto durante décadas. En ambos paises en todo caso las necesidades de los niños talentosos menores han recibido escasa atención. En este articulo los autores argumentan que es importante preocuparse de estos niños. Ellos revisan estudios sobre tanto identificación de ese tipo de niños, como lo que se sabe acerca de programas de intervención. El articulo presenta también una visión acerca de lo que esta ocurriendo en Inglaterra y Estados Unidos al respecto. El objetivo es proporcionar un marco de referencia para un debate internacional y entregar impulsos para politicos y prácticos.
