The scholarisation of the French école maternelle: institutional transformations since the 1970s

Abstract

The transformations that have taken place in the French école maternelle (nursery school) over the last 30 years may be characterised by a dual dynamic, internal and external, of scholarisation. Firstly, the analysis of its changing position with regard to primary school and within early childhood education and care shows a relative erasure of its specific nature and an increased dependency with regard to compulsory education. Secondly, an examination of the changes of its institutional curriculum and of the development of knowledge on school learning shows a growing focus on the mastering of language as it relates to the issues of educational success. This question of the influence of the école maternelle on children's future school career also contributes to its definition as part of the first cycle of formal education. International comparisons of pre-primary education serve to underline this process of scholarisation and also the continued diversity of social functions performed by the école maternelle.

RÉSUMÉ : Les transformations qui ont eu lieu dans l'école français maternelle pendant les trente dernières années peuvent être caractérisées par une double dynamique, interne et externe, de scolarisation. Premièrement, l'analyse de sa position par rapport à l'école primaire et aux structures d'éducation et le soin des jeunes enfants montre un effacement relatif de sa spécificité et une dépendance accrue vis-à-vis de l'enseignement obligatoire. Deuxièmement, un examen des changements de son programme d'études institutionnel et du développement de connaissances sur les apprentissages scolaires, montre une centration croissante sur la maîtrise du langage en lien avec la réussite scolaire à l'école primaire. Cette question de l'influence de l'école maternelle sur la carrière scolaire future de l'enfant contribue aussi à sa définition comme la partie du premier cycle d'enseignement formel. Les comparaisons internationales sur l'éducation pré-primaire permettent de souligner ce processus de scolarisation et aussi la diversité persistante de ses fonctions sociales

ZUSAMMENFASSUNG : Die Umwälzungen, die in der französischen „école maternelle' (dem Kindergarten) während der letzten dreißig Jahre stattgefunden haben, können als eine zweifache Dynamik einer inneren und äußeren Verschulung gekennzeichnet werden. Erstens zeigt die Analyse der Veränderung ihrer Lage im Bezug auf die Grundschule und innerhalb der frühkindlichen Bildung und Pflege, dass ihre Eigenarten immer mehr verschwinden und eine immer größer werdende Abhängigkeit von der Pflichtschule entsteht. Zweitens zeigt eine Auswertung der Veränderungen ihrer institutionellen Lehrpläne und der Entwicklung des Wissens über schulisches Lernen, dass zunehmend die Beherrschung der Sprache, soweit sie einen Faktor für Bildungserfolg darstellt, in den Blick genommen wird. Diese Frage des Einflusses der „école maternelle' auf die zukünftige Schullaufbahn der Kinder trägt auch dazu bei, dass die „école maternelle' als Teil der ersten Phase formaler Bildung betrachtet wird. Internationale Vergleiche der vorschulischen Bildung können ebenfalls herangezogen werden, um diesen Verschulungsprozess aber auch die fortgesetzte Ausdifferenzierung der sozialen Funktionen, die die „école maternelle' wahrnimmt, zu unterstreichen.

RESUMEN: Las transformaciones que se efectuaron en la escuela francés maternal durante los treinta últimos años pueden ser caracterizarse por una dinámica doble, interna y externa, de escolarización. Primero, el análisis de su posición con relación a la escuela primaria y con relación a las estructuras educativas y de cuidado de pequeños niños muestra una borradura relativa de su especificidad y, al mismo tiempo, un aumento de su dependencia de la enseñanza obligatoria. En segundo lugar, un examen de los cambios en su programa institucional de estudios y del desarrollo de los conocimientos sobre los aprendizajes escolares, muestra una centra tión creciente sobre el control del lenguaje en relación con el éxito escolar en la escuela primaria. Esta cuestión de la influencia de la escuela maternal sobre la carrera escolar futura del niño contribuye también a su definición como la parte del primer ciclo de enseñanza formal. Las comparaciones internacionales sobre la educación preprimaria permiten subrayar este proceso de escolarización y también la diversidad persistente de sus funciones sociales.

It's difficult to translate the term ‘école maternelle’ given that, as we intend to show, it has moved from the field of early childhood education to that of a fully scholastic structure. As the sole form of educational structure for three- to six-years-old children, entirely free of charge, the école maternelle comes under the responsibility of the Ministry for National Education which establishes, in a highly centralised manner, the programmes and organisation and oversees their implementation, including teachers; the physical infrastructure and the auxiliary staff are the responsibility of the local commune. The care services for children under two- to three-years-old and for leisure-time outside school is provided under the auspices of the Ministries of Social Affairs, Health, Youth and Sports; it takes place at home or in various structures (Rayna 2007).
