2 For example, singing is not unlawful but banned in practice, whereas compulsory hijab is enforced by law and according to law women have to have certain dress codes like covering hair etc. Many other behaviours are not unlawful, like running or sports, but women can be harassed by the morality police for doing them in public spaces. There are so many examples of these contradictions where something is not banned by law, but in practice women cannot do them.
