The effect of Europe Union common assessment framework on organisational commitment with role of job satisfaction

Abstract

Common assessment framework (CAF) has developed by the European Union to increase the success of public institutions. This study investigates the effect of CAF on organisational commitment (OC) with the moderator role of job satisfaction (JS) in two ministries in Turkey. This study also examines the levels of OC and JS in terms of age, tenure and task. An estimated 565 employees participated in this study in 2013; of them, 338 were from the Ministry of Labor Social Security (MLSS), where the CAF is applied, and 227 were from the Sports General Directorate of Ministry of Youth Sports (SGD), where the CAF is not applied. The Meyer & Allen Organizational commitment and the Minnesota Job Satisfaction Questionnaires were used for the data collection. Personal data of the participants were analysed with two-way analysis of variance. Bonferroni test (which is one of the complementary tests) was used for significant differences. The influence of JS on the interaction between CAF and OC in MLSS and SGD was tested by the Daniel Sopper Interaction program. The results of this study indicate that MLSS’s OC and JS scores are higher than SGD at the beginning. However, SGD’s OC scores with the moderator effect of JS were higher than MLSS. Finally, although CAF increases the JS and OC, JS is the fundamental factor that increases the OC in public institutions more than CAF.
