Abstract
Although there is an abundance of research into sports programmes and policies that inherently discuss implementation, most fail to explicitly address this phenomenon, nor do they consider theories and concepts associated with implementation evident in social and political sciences. It is contended that to ignore such a vital process may limit or constrain knowledge of not only how and why sport policies and programmes have been implemented, but also how we come to make assumptions and propositions as to their impacts and relative successes or failures. This article seeks to encourage the incorporation, generation and innovation of existing implementation theories, concepts and models into the sport policy analysis lexicon. It is hoped that this will not only generally broaden the sport policy analysis research agenda, but specifically generate and develop a theoretically informed literature on the practice of sport policy and programme implementation to enhance sport policy students, academics and policymaker's knowledge of the implementation process. To illustrate this, following a critique of top-down/bottom-up and synthesized models, this article applies Matland's (Citation1995) model of conflict and ambiguity to The Football Association's Charter Standard Scheme. This article concludes by suggesting that Matland's (Citation1995) model is a potential way forward for analysing case study-specific sport policy and programme implementation analyses.
Es posible encontrar numerosos artículos y estudios que investigan múltiples ejemplos de programas y políticas deportivas, en los cuales normalmente se dedica un espacio a discutir la fase de implementación. Sin embargo, la gran mayoría de dichos estudios suele dejar fuera del análisis detallado y teórico la citada fase de puesta en marcha de los programas. En este artículo mantenemos que al dejar de lado el proceso de implementación se limita el conocimiento sobre cómo y por qué ciertas políticas y programas deportivos se han llevado a cabo y otros no. Por otro lado, dicha limitación también afecta la manera en que se forman supuestos sobre el éxito o el fracaso relativo de los programas deportivos.
Este artículo pretende animar a que se tengan en cuenta y se utilicen las teorías existentes sobre la puesta en marcha de políticas públicas en el estudio de las políticas deportivas. De este modo, se espera no sólo que se generen nuevas líneas de investigación en este campo, sino también que sea posible desarrollar un volumen importante de literatura académica para aumentar el conocimiento que se tiene del proceso de implementación.
Este artículo primero critica los modelos de análisis jerárquico y análisis ascendente. Pasa después a utilizar el modelo de conflicto y ambigüedad de Matland (Citation1995) para analizar el Código de Calidad de la Federación Inglesa de Fútbol. El artículo concluye que el modelo propuesto por Matland (Citation1995) puede resultar muy útil para desarrollar el estudio académico de las políticas y los programas deportivos.

内在的には政策実施を論ずるスポーツのプログラムと政策に関する研究は多々あるが、それらの多くは現象を明確に論じられておらず、社会、政治科学に見られる政策実施についての理論と概念について考察がなされていないと言えよう。このような政策実施の重要なプロセスを明らからにしないことは、どのように、そしてなぜスポーツ政策とプログラムが実施されてきたかについての知識を制限、もしくは制約することになるだけでなく、それらの影響や相対的な成功や失敗についてどのように仮説を立て提言することができるか、ということを論じる。
本稿では、既存の政策実施についての理論、概念、モデルをスポーツ政策分析の用語に取り込み、創成し、変革することを促すこととする。スポーツ政策分析の研究分野を全般的に拡げるだけでなく、特に、スポーツ政策の学生や研究者、そして政策立案者の政策実施過程の知識を高めるため、スポーツ政策とプログラム実施の実践分野における理論に裏付けられた研究論文を発展させることが望まれる。これを説明するため、トップダウンーボトムアップと合成モデルの批判に沿いながら、マットランド(1995) の衝突と曖昧のモデルをイングランド・サッカー協会によるチャーター・スタンダード・スキームに適用することとする。マットランド(1995)のモデルは、詳細なスポーツ政策とプログラムの実施分析の事例研究分析を行う際にとても有効となりうる、ということを本稿では結論付ける。
