Russian assembly
The formation of a legal state and russophone community in the Estonian republicFootnote*Aleksei Semenov is one of the leaders of the popular movement Russian Assembly and represents the standpoint of the more moderate and loyal Russophone residents. Russian Assembly was inspired mainly by Russian businessmen and intellectuals in January, 1993. This statement was written for Nationalities Papers.
