  • This is noted by many authors. For instanceBahgatKoranyHow Foreign Policy Decisions are Made in the Third World: A Comparative Analysis1985Westview PressBoulder4 notes that most international relations research tends to treat smaller states as little more than “pawns” in the superpower competition, rather than paying serious attention to the separate goals and behaviors of small states Maurice East, Size and Foreign Policy Behavior: A Test of Two Models. Columbia, SCC.W.Kegley Jr.G.A.RaymondR.M.RoodR.A.SkinnerInternational Events and the Comparative Analysis of Foreign Policy (1975) 160–161. makes a similar point when he notes that most research on the relationship between size and foreign policy behavior treats small states as if they were small big states—that is, the literature attributes the same behavioral motivations to big and small states alike

None of these seem particularly good choices, and even Aldenderfer and Blashfield advise that any of these be used “cautiously.” They do, however, suggest that some validation technique be used. I agree with the generalized concern for providing statistical validation for the cluster results. However, I am not so convinced that using the inflated results of a questionable validation technique would lend any more credibility to my cluster results.
