It seems that the American Association for the Advancement of Science, the Smithsonian Institution and the Coast Survey (where Bache had gone in 1843) would have been more important competitors with the declining Society, especially in geophysics. Perhaps, however, Peale is referring to the general decline of the Philadelphia area as a scientific centre.
