  • For purposes of some analysis in this research either the whole sample of eighteen agencies were used or a subset six representative agencies were used to avoid unwiedly tables This was done only after comparing the results using eighteen to the results using six when the difference was minimal or non-existent.
  • Ohio divides its operating budget in to two funds, Fund II and Fund 12. The former is composed of closed-ended accounts. These accounts each has a three digit number which describes the purpose to which the funds in the accounts will be put. The general categories of these accounts are 100-personnel, 200-maintenance, 300-equipment, etc.
  • The ANOVA analysis was performed using the five major account sections of the budget document. These range from operating expenses (100-300), special purposes (4OO), subsidies (5OO), rotary funds (6OO), and capital improvements (700). These accounts were considered the dependent variable while the four political versions of the budget comprised the independent variable. A five by four table was thus constructed for non-experimental analysis.
