As a result, the U.S. Department of Interior sued the state and the case went to the U.S. Supreme Court which found that the selling of minerals leases did not directly affect the state's coastal zone, only the actual development itself. See California v. Watt 104 S. Ct. 656 (1985). However, the state has used its Congressional delegation to block federal minerals lease sales by inserting specific language prohibiting such in the appropriations bills.
