  • Black political organisations, such as the Native Vigilance Associations (NVAs), took root in various towns of the eastern Cape during the 1880s as a direct outcome of the emergence of an educated African ‘elite’. An NVA was established at East London only in 1893 when the 'stick case', together with other dubious actions taken by the town council, made a watchdog organisation imperative
