  • >The White Paper ‘Employment for the 1990s' (HMSO 1989) placed emphasis on meeting local training needs. At incorporation TECs were given representation on college governing bodies (‘Education and Training for the 21st Century [HMSO 1990]) as well as providing funding for NVQs, which, being based on assessment of the outcomes of learning, require flexibility in mode, duration and location of learning and contribute to the development of individualised learning programmes. With the FEFC offer of 15% funding increase for colleges achieving 25% growth in student numbers between 1993 and 1995, colleges are being asked to improve efficiency at the same time as increasing flexibility.
