In an interesting historical aside Colin Hardy notes that the code of Regulations in 1871, which followed the Foster Education Act of 1870, recommended swimming as “suitable physical exercises for grant eligibility as well as drill.” Later in the article Hardy cites Sinclair and Henry (1893) stating “the ability to save lives is the glorious privilege of a swimmer.” As we talk of the moral, development of our pupils in P.E. and P.S.E. the irony ought not be lost on us.
