XVII, devoted exclusively to Indonesia between 1958–1960, which the reviewers cite frequently, was finally published only in 1994 (two years later than volume XV which deals with the rest of Southeast Asia during the same period). At the time we obtained a copy, in November 1994, our book was in galleys, but we found we had already been able to gain access to most of the pertinent documents included there. As we noted in an addendum to our book (p. 240) “we were astonished by the paucity of relevant information the CIA actually permitted to be released in the FRUS volume. The State Department's Bureau of Public Affairs acknowledged that the CIA refused to permit publication of much information relating to “the details of U.S. covert support of the Indonesian rebellion in Sumatra and Sulawesi (Celebes) and to liaison with other countries interested and involved in the operation.” In view of the fact that “submitting such documents for declassification review would have necessitated considerable [additional] delay in the publication of the volume,” its editor “chose not to postpone publication” any longer.
