The strategy of 'capital to labour' was adopted by the two largest clothing exporters in Cyprus (JET and Synek), in both cases to Jordan. Another strategy has consisted of 'labour to capital', with immigrant labour accounting for 6 per cent of all registered employment and a higher proportion (14 per cent) of sectoral employment. See
