- , The 1968 Amendments to the animal drug provisions of the Food, Drug and Cosmetic Act included wording which FDA interprets as authority to distinguish between physicians and veterinarians; however, in December of 1987 United States District Judge Richard Mills ruled in the Schuyler Laboratories case that FDA had “overstepped its regulatory authority” in attempting to prevent the sale of bulk drugs to veterinarians or to regulate their use by licensed practitioners. FDA has appealled the decision.
